John Paul Okwiri is a highly accomplished executive celebrated for extensive experience in procurement, supply chain management, and investment strategies. Currently serving as the Chief Executive Officer of Konza Technopolis Development Authority (KoTDA), he has played a critical role in transforming the organization into a leading center of excellence for innovation and technology, focusing on advancing Kenya’s knowledge economy.
With over 20 years of experience in procurement and supply chain management, Mr. Okwiri has established himself as a respected leader, demonstrating his strategic vision and excellent management capabilities. He has provided critical leadership in the procurement and implementation of several large-scale projects at Konza Technopolis, including successfully delivering Konza Phase 1 Horizontal Infrastructure and establishing the Kenya Advance Institute of Science and Technology. His exceptional business acumen was also instrumental in mobilizing resources to construct a tier 3 National Data Center, transforming Kenya’s cloud infrastructure and data center services.
In addition, Mr. Okwiri has demonstrated exceptional organizational and leadership skills in securing the 40th International Association of Science Parks (IAPS) 2024 Conference for Konza Technopolis. This event is an opportunity for global innovation, technology, and entrepreneurship leaders to come together and discuss the latest trends and developments in these fields. Under Mr. Okwiri’s leadership, Konza Technopolis has solidified its position as a leading center of excellence for innovation and technology in the region.
Mr. Okwiri holds an MBA in Procurement & Supply Chain Management from the University of Nairobi and a Bachelor of Commerce in Accounting. He is a Professional Member of the Chartered Institute of Purchasing & Supply (MCIPS-UK) and the Kenya Institute of Supplies & Management (MKISM). Besides, John is a certified FIDIC Dispute Adjudication Board (DAB)Expert.

Arch. Annah Musyimi
Chief Manager, Physical Planning, Design & Compliance
Arch. Musyimi holds a Master of Architecture and a Bachelor of Architecture from the University of Nairobi and is a certified PRINCE2 Project Management Professional. She brings extensive architectural experience, having practiced in both Kenya and Botswana.
Currently, she is the Chief Manager for the Physical Planning, Design, and Compliance (PPD&C) department at Konza Technopolis. She previously served as Konza’s first Project Manager for four years and also acted as Chief Manager for the Construction, Operation, and Management (COM) department for nine months before January 2020.
Eng. Anthony Sang
Chief Manager, Construction, Operation & Management
Engineer Sang is a seasoned professional with over 21 years of experience in the petroleum sector, where he has demonstrated expertise in engineering, project management, and strategic planning. He holds a Bachelor’s degree in Production Engineering from Moi University, a Postgraduate Diploma in Project Planning and Management from the University of Nairobi, and a Master’s degree in Entrepreneurship from Jomo Kenyatta University of Agriculture and Technology.
A recognized leader in his field, Eng. Sang is a Fellow of the Institution of Engineers of Kenya (FIEK) and a Member of the Chartered Institute of Arbitrators (MCIArb), reflecting his commitment to engineering excellence and professional integrity.
Norman Mwangi
Chief Manager, Corporate Services
CPA Norman Mwangi is the Chief Manager (Corporate Services) overseeing Finance & Accounts, Human Resource & Administration, and Estate & Property Management, having joined the Authority in 2017. He is a seasoned professional with over 25 years of experience in the public sector, specializing in public financial management and strategic planning. He has previously held various leadership positions at Tourism Finance Corporation, ICT Authority, National AIDS Control Council and Jomo Kenyatta University of Agriculture & Technology.
Norman holds an MBA in Finance and a Bachelor of Education in Mathematics and Business Studies, graduating with First Class Honors. As a Certified Public Accountant and an active member of the Institute of Certified Public Accountants of Kenya (ICPAK), he brings a robust background in finance and accountability, combined with a commitment to excellence and integrity in public service.
Gladys Koletit
Chief Manager, Legal Services
Ms. Koletit is an advocate, negotiator, and corporate legal specialist with over 12 years of experience in legal practice, leadership, and management. Her expertise spans contract drafting, employment law, conveyancing, company secretarial work, governance, litigation, and regulatory compliance.
She holds a Bachelor of Laws (LLB) from the University of Nairobi, a Diploma from the Kenya School of Law, and an MBA in Strategic Management from the University of Nairobi. Gladys is an Advocate of the High Court of Kenya and a Certified Public Secretary (CPS-K), and she is a member of the LSK and ICS.
Josephine Ndambuki
Chief Manager, Business Development & Innovation
Josephine Ndambuki is a technology business leader with over 16 years of experience in the ICT and telecoms sectors, spanning both private, public and development organizations. As the Chief Manager of Business Development and Innovation at Konza Technopolis Development Authority, she is currently playing a pivotal role in advancing the Silicon Savanna vision, working to attract local, and international investors towards the development of Kenya’s smartest City – Konza Technopolis; as well as unlocking the innovation potential for the silicon Savannah ecosystem.
Josephine has delivered key strategic national initiatives, including the TEAMS undersea cable project, the rollout of the National Optic Fibre Backbone Infrastructure (NOFBI) – northeastern region, ICT sector reforms policy recommendation taskforce and supported the development of National Data Center projects at Konza and Olkaria. She is coordinating the delivery of the Jitume Digital Enablement Program to support Kenya’s national digital skilling and Jobs agenda. Josephine led the successful bid and hosting of the Inaugural International Association of Science Parks (IASP) 2024 World Conference, positioning Kenya as a global innovation hub.
A passionate advocate for youth and women in tech, Josephine has led and supported many women and youth mentorship and engagement initiatives with great impact among others Technovation challenge kenya, DigitizeHer and the League of Young Professionals of Kenya. she is currently leading her team to deliver the Silicon Savannah Women program, designed to mentor and connect women in tech business and creative sector. Her contributions to STEM have earned her recognition including Top 40 Women Under 40, Vodafone women in Red awards, Techwomen Impact Award – US state department, and the Women on Boards STEM Award 2021 – WOB network. She holds a BSC computer science degree, an MBA in strategic management, ISO 9001-2015 Lead auditor and Prince2 Project management certification and is currently pursuing a Ph.D. Focused on entrepreneurship and technology startups.

Lucas is a visionary and results-driven ICT and Smart City leader with robust passion for leveraging customer-centric strategies and innovative technology solutions to drive business growth and operational excellence.
He has over 12 years of experience including 4 years in senior management in the tech industry with in-extensive expertise on software development, cloud computing, smart cities, applying emerging tech and cybersecurity. He possess an entrepreneurial mindset and a knack for nurturing executives and staff teams towards achieving groundbreaking success.
Lucas holds a master’s degree in IT from UON and relevant professional certifications in IoT, Cloud computing, Data center Facilities, application development, and strategic management among others. He began his journey as a software engineer and quickly moved up the ranks to become a team lead and eventually a Manager.
He has successfully steered conceptualization, design, development and operationalization of key projects such as Konza National Data Center & Smart City facilities project that has attained international standards i.e. Uptime Tier III Uptime and USGC LEED Platinum certifications.
Lucas led Konza Technopolis in attaining Golden Award as the “Best City Planning Project” in 2017 and 2019 by Africa Investments Forums & Awards. Further, he championed recent award for Konza Data Center on Data Security and the recognition of JITUME Digital Enablement program as the national Digital Initiative of 2024 in Digital Transformation Public Sector Awards of 2024.
He is a member of ISACA, Computer Society of Kenya, Institution of Engineering Technologists and Technicians and a registered ICT professional by ICT Authority.
In 2020, Lucas was awarded Head of State Commendation (HSC) by H.E. Uhuru Kenyatta following his immense contribution to the country’s ICT ecosystem.
In 2023, he was nominated to represent Kenya in a 31-member global team of experts working for UN-HABITAT to develop International Guidelines for People Cantered Smart Cities.

John Karanja is the Chief Manager, Internal Audit and Assurance. He is a member of the Institute of Certified Public Accountants of Kenya (ICPAK), The Institute of Internal Auditors (THEIIA) and Information Systems Audit and Control Association (ISACA). He holds Master of Business Administration (MBA) and Bachelor of Commerce (BCOM) Degree, First Class Honours.
He has over 18 years experience in internal audit, compliance, finance and quality assurance obtained from a variety of international and local organizations drawn from the private and public sectors. He gives assurance to the Board on the effectiveness of internal controls and risk management framework. He looks at the organization operations at a wide scale, providing solutions from business strategy perspective while seeking to enhance the effectiveness of governance, risk management and control processes.
