Konza Technopolis Development Authority (KoTDA) was established under the Legal Notice Number 23 on 28 March 2012 under State Corporations Act (cap. 446). The entity is domiciled in Kenya. The purpose of KoTDA is to ensure that Konza Technopolis grows into a sustainable world class technology hub, and a major economic driver for the nation with vibrant mix of businesses, workers, residents and urban amenities.

KoTDA is responsible for overseeing the development and management of Konza, and for establishing a strong value proposition for businesses to locate and expand in Konza

The specific roles and responsibilities of KoTDA are:

Market and promote
  • Establish a strong value proposition to encourage businesses to move to Konza.
  • Attract real estate developers and prospective tenants.
Manage distribution of parcels
  • Lease Konza land through a 99-year ground lease from the federal government.
  • Negotiate sub-leases with developers for parcel development.
Regulate development
  • Guide real estate development according to master plan principles.
  • Create and administer incentives to businesses.
Finance public infrastructure
  • Secure funding from the Central Government to provide incentives, services, and infrastructure to move Konza forward.
  • Redirect, in a flexible and independent manner, the national government funding secured.
  • Collect user fees, assessments, and other revenues, and re-invest the funds generated back into Konza.
  • Borrow capital funds at attractive market rates, in order to effectively leverage resources, with the resultant debt being serviced by either revenues generated by the project, national government guarantees, or both.
Develop public infrastructure
  • Oversee real estate development and fund physical infrastructure, either independently or through public private partnerships (PPPs).
Manage transaction services
  • Facilitate business at Konza through expeditious and clear one-stop procurement and permitting.
  • Provide and oversee PPP provision of high-quality services.
  • Collaborate with appropriate governmental entities to obtain high-quality municipal services.

The Board of Directors come from the Government and private sectors, drawn from real estate development, international business community, investment and financial management. The current Board is the second one and was inaugurated in 2016. It has a three-year term and will oversee the implementation of this strategic plan for the next two to three years.

Daily operations are administered by a Chief Executive Officer (CEO) who reports to the Board. Nearly 30 dedicated employees work at two offices: the Konza City site and KoTDA’s planning base in Nairobi.

The roles and functions of the Chairman and the Chief Executive are distinct and their respective responsibilities clearly de fine d within KoTDA. The Board comprises of 10 (ten) directors including the Chairman. The Board de fine s KoTDA’s strategies, objectives and values and ensures that procedures and practice s are se t in place to ensure effective control over strategic, financial, operational and compliance issues. The directors bring a wealth of experience and knowledge to the Board’s deliberations. Except for direction and guidance on general policy, the Board delegates authority of its day-to-day business to the Management through the CEO. The Board nonetheless is responsible for the stewardship of the Authority and assumes responsibilities for the effective control over the Authority.

Dr. Arch. Reuben Mutiso


Dr. Reuben Mutiso holds PhD in Philosophy from University of Texas, Austin and Masters of Architecture – University of Nairobi. He is a leading Architect in Africa, the first and still serving chancellor of the Management University of Africa (MUA) and a former Chairman of the Kenya Institute of Management. He holds an Honorary Diploma in Land Policy from Lincoln Institute Cambridge in Boston-USA and is also an Honorary Architect of Chile (CAGAG). He is a registered Architect in Kenya, a member of the Architectural Association of Kenya (AAK) and a recognized member of different architectural associations in Africa. He is a practicing Architect and Executive Chairman of Tectura International. Tectura International has 5 active operations strategically located in Eastern, Southern and Central Africa.

Henry Rotich E.G.H

CS The national Treasury

Mr. Rotich has a Master’s degree in Public Administration (MPA) from the Kennedy School of Government at Harvard University and a Master’s Degree- Economics and Bachelor’s Degree- Economics (First Class Honors) from the University of Nairobi. Prior to this appointment, Mr. Rotich was the head of Macroeconomics at the Treasury, Ministry of Finance, since March 2006. Under this capacity, he was involved in formulation of macroeconomic policies that ensured an affordable and sustainable path of public spending aimed.

Jerome Ochieng

PS: Ministry of ICT & Innovation

Mr. Jerome Ochieng is a Principal Secretary in the Ministry of Information, Communications & Technology, responsible for the State Department of ICT & Innovation. Before his appointment, Mr. Ochieng was the Director of the Integrated Financial Management Information System (IFMIS) at the National Treasury and a member, Board of Directors at the Information, Communication Authority. Mr. Ochieng has 17 years’ work experience in the field of information and communication technology in the Public Service. Mr. Ochien’g has also served as ICT Manager with Public Procurement Oversight Authority for 6 years. He holds a Masters’ Degree in Information Engineering from the University of the Ryukyus, Okinawa, Japan. He is a registered fellow of the Computer Society of Kenya and a Licentiate Member of the Institute of Management Information Systems (IMIS), UK.

QS. Haron G Nyakundi

Board Member

QS. Haron holds a Bachelor of Arts in Building Economics (Hons), University of Nairobi. QS Haron G. Nyakundi is a registered quantity surveyor and is the current chairman of the Quantity Surveyors Chapter of the Architectural Association of Kenya. He is also the current chairman of the Joint Building Council (JBC), has served as a past treasurer of AAK and a member of the Events Committee of the Chartered Institute of Arbitration (Kenya Branch). He serves as a tutor to the Board of Registration of Architects and Quantity Surveyors, the Chartered Institute of Arbitrators (Kenya Branch), and Kenya Institute of Supplies Management (KISM).

Caroline Wangui Kariuki

Board Member

Carol holds a Master’s in Business Administration from Warwick Business School, UK and a B.Com from University of Nairobi. She has had an exemplary career in the Housing and Financial Sector spanning 20 years, where she served in leadership positions in Corporate and as an Entrepreneur. Her contribution to the Housing sector is noteworthy especially as the Managing Director of Savings & Loan, Kenya Commercial Bank’s mortgage subsidiary where she championed the growth of the mortgage sector and home ownership for many Kenyans.

Victoria Jepkemoi Chepseba

Board Member

Ms. Victoria holds a Post Graduate Diploma in Law, Professional Ethics, Environmental Law, Alternative Dispute Resolution Mechanisms, property disposition in Kenya. Ms Victoria J Chepseba is a member of Law Society of Kenya and is currently the managing partner of Chepseba Lagat and Associates.

ENG. Kaburu Mwirichia

Board Member

Eng. Kaburu Mwirichia is a Registered Engineer (R Eng.) and a member of the Institution of Engineers of Kenya (MIEK). He holds a Master of Business Administration degree (MBA) from the United States International University- Africa (USIU) and a Bachelor of Science degree in Mechanical Engineering from the University of Nairobi. He has extensive work experience in the fields of Engineering, Manufacturing, Corporate Governance, Human Resources Management, Strategic Planning and Customer Service. He worked as Director General/Chief Executive Officer of the Energy Regulatory Commission (ERC) for six years from 2007 to 2013.

Mbithe Muema

Mbithe Muema holds an Executive MBAStrathmore Business School, PanAfrica EMBA Module-IESE Business School, Barcelona, SPAIN, Bachelor of Arts (BA, Hons)-University of Nairobi, Financial Analyst Certification Renaissance Academy, Moscow. She is in charge of Institutional Sales at African Alliance, Kenya. She has previously worked with Infallible Capital, Co-founder, Director – Investments Renaissance Capital, Kenya; Equity Analyst, Associate Equity Bank, Kenya.

Dominic Kiarie

Board Member

Dominic Kiarie is an entrepreneur and business leader with over 25 years’ experience in senior leadership and strategic management of various organizations including insurance, asset management, real estate investments and developments. He is currently the Founder and Executive Chairman of Century Developments Ltd, a real estate development and investment company. He is also the Founder and Executive Director of Century Capital, an investment holding company investing in digital financial services businesses. Prior to this, he was the Group CEO for UAP Holdings Limited, where he worked for 4 years. He was also the Founding CEO of British-American Asset Managers, where
he worked for 7 years. Mr. Kiarie holds a Master of Philosophy in Finance from the University of Cambridge, United Kingdom, a First Class Honours B.Sc (Hons) Degree in Actuarial Science from City University, London and other qualifications in finance, investments and actuarial techniques.

Mr. James Atema

Board Member

James Atema holds a Post Graduate Diploma in Rural Reconstruction/Development and MSc in Econ and Social Studies (Development Policy, Planning & Strategy). He has over 20 years’ experience as a qualified development manager coordinating integrated rural and urban development. He is also an experienced socio-economic development trainer in participatory methodologies and has sound expertise in civil society capacity building. He has sufficient knowledge of bilateral and multilateral programmes and deep knowledge of the Kenyan governance. He was a team leader of the Design of Second Phase of Kenya’s Governance, Justice, Law and Order Programme-GJLOS (2011-2016. He has also, been involved in the exploratory study on devolution in Kenya. Currently Mr. Atema is a principal consultant in constituency policy analysis and strategic planning, monitoring and evaluation, social research methods and devolved government systems in Kenya.

Musa Kathanje

Alternate to Cabinet Secretary, The National Treasury

Mr. Kathanje is the Director of Macro and Fiscal Affairs Department at The National Treasury. He joined the National Treasury in June 2013 as Head of Macro Division on secondment from Central Bank of Kenya where he served as Head of Monetary Policy Analysis. He has over 21 years’ experience in monetary policy formulation, macroeconomic policy formulation and analysis, fiscal policy and regional economic integration. He is a holder of Bachelors and Masters Degrees and is currently undertaking a Phd in Business Administration (Finance). Other trainings include Macroeconomic Modeling under the United Nations/African Research Network for Development Policy Analysis from University of Pretoria, South Africa and Macroeconomic Forecasting and Analysis and Financial Programming and Policies from the International Monetary Fund and MEFMI.

Christopher Kariuki

Alternate to the Principal Secretary, Ministry of ICT

Mr. Kariuki is a holder of Masters in Business Administration (Finance) from University of Canberra Australia and Bachelor of Education (Economics and Business Studies) from Kenyatta Universities. He has over 25 years of experience in Public Financial Management in government ministries and agencies. He is currently serving as Chief Finance Officer in the State Department of ICT & Innovation under the Ministry of ICT.

ENG. John Tanui

Chief Executive Officer

Eng. John Tanui is the Chief Executive Officer of the Konza Technopolis Development Authority. Before joining KoTDA, he was the Deputy Country CEO and Vice President of Huawei Technologies a role that covered Kenya, Tanzania, Somalia and Djibouti. With over 17 years in the ICT industry and international business management, he has acquired knowledge and experience in Business and project management. He holds a Bachelor’s Degree of Technology in Electrical and Communication Engineering, an MBA in International Business and currently pursuing PhD in global business management. Eng. Tanui is the Chairman of Industrialization, Environmental and Quality Assurance Committee at the Institution of Engineers of Kenya, a registered engineer and a member of the Academy of International Business.

Mr. Michael Wanyika

Ag. Chief Manager of Corporate Affairs, Policy and Strategy, and Authority Secretary

Michael is an advocate of the High Court of Kenya. He holds an LLB, BCom (Finance), CPS (K) among other professional qualifications.

Mr. Norman Mwangi

Chief Manager, Finance and Human Resource

Norman Mwangi is the Chief Manager (Finance, HR & Administration). He has working experience of 19 years in the public sector. Norman holds a Master of Business Administration (Finance) and Bachelor of Education (Maths & Business Studies) First Class Honours. He is a Certified Public Accountant of Kenya and a member of the ICPAK.

Mr. John Paul Okwiri

John holds an MBA (Procurement & Supply Chain Management) from the University of Nairobi and Bachelor of Commerce. He is a member of the Chartered Institute of Purchasing & Supply and of Kenya Institute of Supplies & Management.

Sarah Baraza

Manager Finance

Sarah holds Masters of Business Administration (Finance Option), 1st Class Honours Bachelors of Business Management Degree -Accounting option She is a certified Public Accountant and a member of Institute of Certified Public Accountants of Kenya. She handles Financial and Management accounting functions.

Christa Riany

Internal Auditor

Christa Riany is currently the Internal Auditor at Konza Technopolis. She holds a Master’s in Business Administration from the University of Nairobi and a Bachelor’s Degree in Finance from the Jomo Kenyatta University of Agriculture & Technology. She is a member of Association of Chartered Certified Accountants (ACCA) and Institute of Internal Auditors (IIA).

She has 8 years’ working experience in Internal Audit and Finance & Accounting in both the Public Sector and Non-Governmental Organizations in Kenya. She is charged with overseeing Internal Audit and Risk Management at Konza Technopolis and providing assurance to the Board on matters Governance, Risk and Controls.

Ms. Annah Musyimi

Chief Manager, Physical Planning, Design & Compliance

Annah Taabu Musyimi is the Project Manager at Konza Technopolis. She is not only an Architect with masters and bachelor’s degrees in Architecture, both from the University of Nairobi, but also a Project Management professional certified as PRINCE 2 practitioner. She has practiced Architecture both in Kenya and Botswana. She has 12 years’ work experience in Architecture and Project Management. She contributes immensely to project management of Konza Technopolis using PRINCE 2 – Best practice project management method developed by the UK Government.


Konza Technopolis was conceived by the Government of Kenya, Ministry of ICT, and will be developed through the use of public private partnerships. The Government will take a minimal role, developing the city’s infrastructure and formulating the development guidelines. The Konza Technopolis Development Authority was formed to regulate the development, governance, planning, management, and maintenance of Konza. The Government oversees and appoints members to KoTDA’s Board of Directors.

The 5,000 acres of land that comprises Konza Technology City was purchased by the Ministry of Information, Communications and Technology on behalf of the Government of Kenya. KoTDA controls the land under a 99-year ground lease from the Government.

The city will be developed in 4 phases over 20 years. This will enable rapid growth while ensuring that the civic amenities and infrastructure grow in tandem with the needs of the population, business and other Konza organizations.

Preference will be given to those investments that are able to generate education, life sciences, telecom, and BPO/ITES jobs, supportive services and complimentary residences.

Real estate developers interested in building commercial office space; retail and other entertainment amenities; hotel; mixed-income permanent housing; temporary housing; public facilities, including worship centers and schools; and infrastructure, including transportation/ roads, ICT/broadband, and utilities. Priority will be given to technology and educational tenants interested in leasing space within one of the aforementioned building types.
